Regulation on the procedure for conducting the research

1. Terms and Definitions

This regulation has been developed for the purpose of conducting research and forming a list of one hundred distinguished representatives of the creative industries in the Nizhny Novgorod region, entitled Nizhny. 100 Most Creative Russians («Nizhny. 100MCR»).

The main terms used in this Regulation are:

Research is a set of measures aimed at identifying a list of persons (teams, projects, companies) in the creative industries of Russia that have made a significant contribution to the development of their industries.

Organizing Committee is a group of individuals tasked with organizing and coordinating the Research.

Ambassadors are individuals selected by the Organizing Committee from among public figures, business representatives from various creative industries who currently possess professional credibility, fame and a high degree of media exposure.

Experts are individuals selected by the Organizing Committee from among editors and journalists covering specific areas of the creative industries, teachers and curators of specialized educational institutions, as well as organizers of industry conferences and events with a high degree of expertise in a particular area.

Candidates are individuals, standalone projects, and organizations of all forms of ownership engaged in activities in the Russian Federation, selected through a categorical survey of Ambassadors and Experts as part of the Research.

Expert Commission is a group of specialists, each of whom has professional competencies in their field, allowing for an overall assessment of the impact of a Candidate’s creative activities on various aspects of social, economic and cultural development.

2. General conditions for the research

The purpose of the Nizhny. 100MCR research is to produce a list of one hundred distinguished individuals, teams and projects from the creative industries of the Nizhny Novgorod region who have contributed to the development of their industries.

All information on the research procedure, selection stages, its partners, methodology, composition of the Organizing Committee and the Expert Commission, as well as the press conference announcement to present the results, will be posted on the Official Research website and/or public regional media resources.

The Organizing Committee is entitled to make changes in the information posted on the Official Research website with mandatory publication of information on the fact and nature of the changes. All possible changes are made by the Organizing Committee with the obligatory agreement of the Founders.

At the preliminary stage the work was carried out to analyze the world experience of categorizing creative industries to determine the structure and industry directions of the research. Research models of UNESCO, specialized government agencies of Great Britain and the USA were analyzed as the main reference points. The following categories were selected for this research, the formulation of which corresponds to the international classification of the United Nations General Assembly agency «United Nations Conference on Trade and Development» (UNCTAD):

  5. Architecture and urban planning
  6. Design: products, communications, fashion
  7. Publishing
  8. Software and video game industry
  9. Fine arts

  11. Museums, galleries and creative clusters
  12. Gastronomy

3. Research Procedure

The research is carried out in accordance with the developed methodology, which is comprised of several stages:

Identifying and interviewing in all categories of the survey

Collecting data from industry experts

Stage 3

Data Analysis

Stage 4

Voting by members of the expert commission.

4. Duration of the research

The period of research and analytical work on the study: November 2022 — April 2023 Planned period of publication of the results: April 2023.

5. Composition of the Organizing Committee

6. Description of the Research Methodology

The methodology for the Research has been developed by an analytical group. Quota sampling and the snowball method are used as the basis for recruiting respondents. The total number of respondents at all stages exceeds 200 people. The number of observations within the study is around 1,200 units.

Data for the study is obtained through:

Candidates for the study are proposed by Ambassadors and Experts on the basis of answers to electronic questionnaires sent to respondents via digital communication channels. Members of the Expert Commission vote for each candidate in a special online voting system.

Qualitative and quantitative data obtained at each stage of voting are entered into a central Research database for further calculations.

After collecting all the analytical data and applying the mathematical model, the Candidate database is determined, with the calculation of a unique composite index.

Then, by numerical sorting, without determining the position of each object, a list of one hundred Candidates with the highest indices is determined.

The final format of the Candidate list for publication implies the use of ABC sorting (alphabetically) or random order.

7. Publication of Results

The date of publication and the official presentation of the results of the study, as well as the results obtained in the course of the study, will be published on the Official Website of the Study.

When publishing the Nizhny. 100MCR list, pictures of candidates will be used. Each specific picture is agreed upon directly with the candidate or his/her representative through public communication channels (social media accounts, phone numbers of representatives, e-mail). In the absence of a response from the candidate or his representative, the Organizing Committee assumes the right to use public photographic materials posted online with public access in accordance with Article 152.1. «Protection of the Citizen’s Depiction» of the Civil Code of the Russian Federation.

To comply with copyright laws when publishing on the Official Research website, the owner or copyright holder (based on open sources) will be indicated next to the photo image. If the owner’s name is not indicated or is incorrect, the image rights holder can contact the Organizing Committee to make the necessary changes.
